pcm: Move pcm_get_htimestamp()
pcm_get_htimestamp() will be rewritten. Place it after pcm_avail_update(), which will be used in the rewrite. Signed-off-by: Ricardo Biehl Pasquali <pasqualirb@gmail.com>
